It's a clip from The Nickelodeon kids' TV show 'Adventures of Pete and Pete' (1993-96).

Nice whistle Iggy! Laughing

He played the father of Nona, one of the recurring characters. He was in a number of episodes, including one where, very agitatedly, he calls someone a "Stooge!"

I love references like that.Smile Ron did something similar in Frostbiter where he complains "oh that make me feel real well, two stooges against King Kong!", where some other guy rightfully claims he's no stooge.

The band is Luscious Jackson. If I remeber correctly, they also played another song with Iggy in this episode. This is from season three, which has not ever been released on VHS or DVD.
