After much searching on the interweb, I finally found "Victim Of Circumstance" new and for a price I could live with at Amazon Japan:

With shipping it came out to $39.22. More than i really wanted to pay, but it seems that this CD is almost impossible to find. Hey, it could have been worse. On the Amazon US site there are two used copies going for $159 and $200.

The only example of "Declaration of War" that I could find was mp3 downloads at Amazon US:
